Integrated Climate Protection

From situation analysis to successful implementation of integrated climate protection concepts

We see climate protection as an opportunity and will therefore support your municipality in the development of a customized, integrated climate protection concept. Our team of experienced experts from the fields of engineering, geography, economics and sociology are at your side.

The integrated climate protection concept is a component of a national funding program in Germany. We can draw on many years of experience in the development of such concepts. We will accompany and support you in formulating your goals, developing strategies for achieving them and implementing climate protection measures. With a goal-oriented methodical approach we guarantee the high quality of our work and fulfilment of the criteria for public funding. We develop concepts with individual objectives in seven steps.

Seven steps to an integrated climate protection concept

Step 1: Energy and GHG balance sheet

We record energy consumption and greenhouse gas emissions in all climate-relevant areas and break them down by polluter and energy source.

Step 2: Potential analysis

Based on the data, we analyze the short- and medium-term savings potential, taking into account the technical and economic possibilities. The focus is on increasing energy efficiency and harnessing renewable energies. To set targets, we use a reference scenario (trend development without active climate protection) and a climate protection scenario (greenhouse gas reduction through active climate protection).

Step 3: Stakeholder participation

It is crucial to involve affected stakeholders in a participatory process from the very beginning in order to successfully implement a climate protection concept. These include the administration, investors, energy suppliers or environmental and interest groups such as chambers of commerce as well as the population. This allows conflicts to be identified at an early stage, integrative solutions to be developed and broad acceptance to be achieved.

Step 4: Catalog of measures

The catalog of measures is a clear compilation of the climate protection measures. These reflect the objectives and the assumptions of the scenarios that emerged from the potential analysis. The catalog forms the basis for implementation by a climate protection manager. We attach great importance to describing the measures clearly and concretely in a way that is oriented towards their implementation.

Step 5: Continuation strategy – organizational integration of climate protection in the administration.

During the concept phase, climate protection committees are set up that are to be permanently anchored in the municipality/community. To this end, we provide tried-and-tested recommendations on the following issues:

  • Where is climate protection located in the administration?
  • How is climate protection permanently implemented as an intersectional issue?
  • How is networking within the administration and with other municipalities?
  • With which personnel capacities will the topic be staffed in the medium and long term?
  • How is climate protection linked to local/regional value creation?

Step 6: Controlling concept

The controlling concept sets out the indicators according to which energy and greenhouse gas emission balances are continuously recorded and evaluated. This enables us to check whether the measures are effective or need to be specified if necessary. The controlling concept also includes personnel requirements, necessary investments (e.g. in measurement technology) and schedules with work steps.

Step 7: Communication strategy

Public communication is essential in conveying the contents of the climate protection concept and its mission statement to the population. This requires a communication strategy that, in addition to imparting knowledge, creates a broad consensus and active engagement in the implementation of the measures.
