GIZ Project: Energy Concept and Action Plan for Chinese Industrial Park

As part of the Sino-German Energy Partnership, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is part of a project on energy efficiency in industrial parks. The GIZ commissioned intep to develop an integrated energy concept for a Chinese industrial park. The concept, together with an action plan, has now been released.

 

The Chinese government has set the ambitious goals of peaking carbon emissions by 2030 and achieving carbon neutrality by 2060. To assist China in achieving these targets, the GIZ, the German Energy Agency (dena), and the China Energy Conservation and Environmental Protection Group Ecological Products Development Research Center (CECEP-EPDRC) have jointly launched the “Sino-German Demonstration Project on Energy Efficiency in City Quarters”. Guidance and support are given by the National Development and Reform Commission and the German Federal Ministry for Economic Affairs and Climate Action.

 

The project aims to drive Chinese industrial parks towards a low-carbon transformation across the entire energy supply chain, encompassing energy production, transmission, terminal consumption, and recycling. This is to be achieved by introducing and incorporating experiences, best practices, technical standards, and technology pathways from Germany and the international community.

 

Within this project framework, intep, commissioned by the GIZ, collaborated with GIZ and CECEP-EPDRC to develop an integrated energy concept for the Jintan Economic Development Zone (EDZ), an industrial park in Changzhou, Jiangsu Province. We are happy to announce that the energy concept and a respective action plan for pilot areas have been officially released.

 

Part 1: Integrated Energy Concept for Jintan EDZ

 

The energy concept features a comprehensive energy efficiency improvement plan for the Jintan EDZ. Based on the analysis of the renewable energy and energy-saving potential, the plan provides different scenarios for the energy and carbon emissions situation in the area. It also gives policy recommendations for energy efficiency improvement in the EDZ.

 

Analysis results indicate that in each scenario, the Jintan EDZ can achieve the carbon peak targets for each sector by 2030. However, achieving carbon neutrality by 2060 presents challenges, requiring additional emission reduction measures like carbon sinks, carbon capture and storage (CCS), and green hydrogen.

 

To address challenges such as high fossil fuel dependency and growth in energy demand, the report proposes some policy recommendations to ensure the achievement of the 2030 carbon peak and a minimal peak value. These include the optimization of the energy supply structure and the park’s structural layout as well as the promotion of public transportation.

 

Part 2: Action Plan for Pilot Area

 

Building upon the energy concept, the second part of the report aims to introduce advanced experiences and best practices in energy efficiency from Germany and internationally. It focuses on the implementation of an action plan for two core areas within the Jintan EDZ: the Sino-German (Changzhou) Town and the Sino-German Yunhu Technology Innovation Valley.

 

Through on-site investigations and in-depth analyses, this part of the report provides more concrete energy efficiency improvement plans. It outlines the implementation paths in various sectors and key stages of the start-up area. Moreover, tailored measures are provided for each core sector: energy supply, industry, construction, and transportation.
