Safety and Emergency Manual
The education and sports facility under consideration is part of a municipal infrastructure development and serves as a multifunctional venue for education, sports, and events. Various indoor and outdoor spaces allow for flexible use by different target groups. To ensure safe, structured, and legally compliant operation, a comprehensive safety and emergency manual was developed.
The complex serves a broad mix of users—schools, sports clubs, and organizers of cultural and public events. That diversity means intensive, near-constant use, with occupancy levels and event formats that can change from one day to the next.
Layering these different uses onto a busy urban setting—complete with public transit links and shared public spaces — creates a genuinely complex operating environment. Shifting operating modes, fluctuating visitor numbers, and large public events all call for clear structures, well-defined responsibilities, and coordinated procedures for the moment something goes wrong. And it isn’t only about objective safety: the sense of security felt by operators, users, and visitors is just as important to keeping the facility running smoothly.
All of this pointed to a clear need: structured safety and emergency management that gives equal weight to day-to-day operations, legal requirements, and occupational safety.
We developed a comprehensive safety and emergency manual that sets the organizational foundation for operating the facility safely.
