Sino-German Demonstration Project on Energy Efficiency in City Quarters

On January 18, 2022, the launch event including the report release of the “Sino-German Demonstration Project on Energy Efficiency in City Quarters” was successfully held in Jintan EDZ German Centre, Jiangsu, China. Mr. Zhu Jilong, General Manager of intep (Beijing), was invited to give a keynote speech.

 

The conference was co-organized by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, China Energy Conservation and Environmental Protection (CECEP), and the Jiangsu Jintan Economic Development Zone.

 

Within the framework of the Sino-German Demonstration Project on Energy Efficiency in City Quarters, intep was commissioned by GIZ to implement the project “Developing an integrated energy concept for an Industrial Park in China”. In addition, intep will provide professional and technical advice to assist GIZ, the German Energy Agency (dena) and CECEP.

 

Part I: Welcome remarks, keynote and the MoU Signing Ceremony

 

At the beginning of the conference, a number of leaders and experts from China and Germany delivered speeches, such as Ms. Dr. Christine Falken-Grosser, Division Director IIA2, Bilateral Energy Cooperation, German Federal Ministry for Economic Affairs and Climate Action (BMWK) or Mr. Liao Yuan, General Manager, CECEP Consulting Co., Ltd. Followed by a video message from Mr. Xiong Zhe, Division Director, Department of Resource Conservation and Environmental Protection, National Development and Reform Commission (NDRC).

 

Afterwards, Mr. Xu Mingchao, Deputy Director, Energy Efficiency and Circular Economy Research, CECEP Consulting, Ltd., and Mr. Maximilian Ryssel, Project Director, Sino-German Demonstration Project, GIZ China, gave a detailed project introduction in respect of the background, goals and approach respectively.

 

 

The keynote speech by Mr. Zhu Jilong, General Manager of intep (Beijing) Integrated Planning LLC, was dedicated to the topic of “Sustainable Industrial Park and City Quarter Development in Europe: Best Practices for China”, covering three parts: regulatory framework conditions and incentives, best practices, and the integrated energy concept in Jintan EDZ. The first part was based on the EU strategy on sustainable development and described how a series of EU incentives can lead and promote sustainable development in various European countries, then followed by case studies to show the energy solutions for the Munich “Messestadt Riem” and the “2000-watt District”, along with the energy efficiency measures that can be referred to and learned from. Finally, he introduced the primary solution for the integrated energy concept in Jintan for an environmentally friendly, reliable and affordable energy supply.

 

After the presentations, Maximilian Ryssel signed the Memorandum of Understanding on stage, and guests from both sides jointly launched the Sino-German Demonstration Project on Energy Efficiency in City Quarters, which marked the official landing of the Sino-German Demonstration Project in the Jiangsu Jintan Economic Development Zone.

 

Part II: Green Finance Supporting for Sustainable Development of Industry Parks

 

The seminar on green finance was hosted by Ms. Wang Yihui, technical advisor of the GIZ Sino-German Demonstration Project. Firstly, Ms. Nana Von Rottenburg, Senior Expert in Sustainable Finance at dena, launched a report on sustainable financial development in the context of the EU Green Deal: opportunities for Sino-German green finance cooperation. Then Mr. Zhang Yongmiao, director of the Green Finance Center of Huaxia Bank, shared his experience on green finance as opportunity to drive sustainable investment in industrial parks. The conference also held an experience sharing for Chinese and German guests to express their insights and ideas on how green finance can support energy efficiency improvement and sustainable development of industrial parks.

 

 

Finally, Yang Jian, Secretary of the Work Committee from the Communist Party of the Jintan Economic Development Zone, said that he would take “green ecology, energy saving and high efficiency” as the goal, by innovating methods for Sino-German cooperation, improving the level of regional opening, promoting the sharing and dissemination of experience in urbanization and energy saving, and building a model of a Sino-German cooperation park.

 

Project Background

 

Cooperation between the Federal Republic of Germany and the People’s Republic of China in the field of energy policy started in 2007. In order to deepen and strengthen the cooperation in the field of energy efficiency, in December 2021, under the guidance of the National Development and Reform Commission and the German Federal Ministry of Economics and Energy, the project implementation unit, China Energy Conservation Consulting Ltd. (CECC) and the GIZ carefully organized the selection of the Sino-German Demonstration Park on Energy Efficiency in City Quarters. According to the evaluation of the expert panel, the Jiangsu Jintan Economic Development Zone was recommended as the first Sino-German Energy Efficiency Demonstration Park.
