Greenhouse gas balance according to the Greenhouse Gas Protocol for the year 2022 and comparison with the 2020 balance

The Hanover Region Administration aims to achieve climate neutrality by 2035. A greenhouse gas balance is the ideal tool for monitoring the impact of its measures. We prepared a greenhouse gas balance for the administration based on the Greenhouse Gas Protocol for the year 2022 and compared it with the baseline balance.

The starting point

Building on the 2019 Climate Action Plan, the goal is to transition to a greenhouse gas-neutral administration by 2035 at the latest. The corresponding action packages are now being implemented successively. Greenhouse gas accounting plays a key role in monitoring and controlling the administration’s climate action efforts. The creation of the baseline balance in 2020 established the foundation for continuous monitoring of climate protection measures.

Our contribution

We conducted a greenhouse gas balance according to the Greenhouse Gas Protocol covering Scopes 1-3 for the 2022 reporting year. As part of this analysis, we performed a comprehensive plausibility check of all activity data and developed high-level and supplementary calculations. A particular focus in the area of Scope 3 emissions was the detailed evaluation of a survey on employee commuting in the Hanover Region and the analysis of extensive datasets on student transportation. The final report provided an in-depth discussion of the current inventory, developments since 2020, and potential greenhouse gas reduction pathways.
