Climate protection concept and climate change adaptation strategy

The district of Saalfeld-Rudolstadt wants to promote municipal climate protection and at the same time prepare for the consequences of climate change. Intep therefore drew up a coordinated climate protection concept and a climate change adaptation strategy as a strategic basis and guideline for action.

The starting point

The district of Saalfeld-Rudolstadt in Thuringia, with over 100,000 inhabitants, carried out an initial consultation on climate protection in 2016. A need for action was identified, particularly in the development of strategies and the optimization of administrative action, as well as in the area of climate impact adaptation. As a result of these findings, the district council decided to create a position for sustainability management. Since then, the district has been a member of the Thuringia Municipal Climate Protection Network. In 2024, the results of the initial consulta-tion will be followed up with the creation of a climate protection concept and a coordinated climate impact adaptation strategy.

Our contribution

Intep developed a coordinated climate protection concept and a climate adaptation strategy. Based on an energy and greenhouse gas balance, key sources of emissions were identified and potential for reducing emissions in the district was highlighted. The resulting target scenario describes the decarbonization path to net greenhouse gas neutrality by 2045. In addition to the classic emissions from buildings and mobility, the emissions and sink potentials from land use were also taken into account. A climate adaptation strategy was developed to adapt to the unavoidable consequences of climate change across the district. A vulnerability analysis identified climate risks and impact chains, on the basis of which criteria-based municipal measures were derived. A participation process ensured that regional experts and stakeholders were involved at an early stage and that interim results were communicated transparently in order to ensure acceptance and feasibility.
